Euphoric newsletter 
A project funded by European Commission - DG SANCO

This video presents the concept of outcome indicators and is targeted at policy makers, patients and the public. Set in the context of the actions and policies of the European Commission regarding the promotion of health, it illustrates the characteristics, objectives and results of the Euphoric project. Interviews with the project leader (Marina Torre, ISS), the cardiovascular pilot leader (Jaume Marrugat, IMAS-IMIM), the orthopaedic pilot leader (Gerold Labek, EAR), the person in charge of the WP 3 “Liaisons with other projects” (Unto Häkkinen, STAKES) and the ECHIM project leader (Arpo Aromaa) are included on the video. A new area for open discussion has been launched on the website to share and discuss the rationale and the objectives of the outcome indicators and how their use in a public health context can contribute to the improvement of the provided health care. Different opinions about the publication of the data resulting from the use of the outcome indicators (for example, in benchmarking hospitals) are presented. Health workers, decision makers, patients' associations, the public and other possible stakeholders are invited to participate. In particular, the patients’ point of view about the possible improvement in provided health care that comes from the results of projects like EUPHORIC might give added value to the overall results of the project. A readable and concise communication product particularly aimed at health professionals, but also accessible to a larger public. The Ludwig Boltzmann Institut Health Technology Assessment (LBI-HTA), one of the Euphoric collaborating partners, dedicated the opening article of their Newsletter n. 77 (May 2009) to the EUPHORIC project. The article particularly focused on the path that Europe has been undertaking to obtain outcome indicators capable of assessing the benefits and the quality of the provided health care for some selected diseases. The author of the article “A EU-project for the (self-) assessment of hospital performances” is Stefan Mathis who is the LBI-HTA representative in the Euphoric consortium and coordinator of the "Characterizing registries" project of the LBI-HTA.
