Euphoric newsletter

Euphoric (European Public Health Outcome Research and Indicators Collection) is a multi-disciplinary project financed as part of the community action programme on public health (2003-2008). The aim is to collect detailed information about previously used outcome indicators in Europe, verify the possibility of “harmonizing” them, and provide political authorities and decision makers with reliable instruments to measure the benefits of treatments and the quality of selected health services.

The project consists of institutions from 10 European countries (Austria, Bulgaria, Finland, France, Germany, Greece, Italy, Slovakia, Spain and Sweden) and Israel. The network includes structures that have worked for some time in the outcome research sector of public health. The selection process of the outcome indicators took into account the analysis of existing literature and previously initiated experiences in Australia, Great Britain, Canada and the United States. The result? An overview of the different types of databases and active registers, of the procedures adopted to calculate outcome indicators in the participating European countries, and single out the 9 areas of common interest.

The Euphoric project’s survey phase ended with the processing of a list of 54 outcome indicators and the completion of an information gathering questionnaire about the participating countries. The survey permitted the pinpointing of the necessary instruments and operational conditions for the experimental phase (pilot). By carefully analyzing international websites, relevant studies and literature, nine pathological areas were selected, each one corresponding to a specific list of outcome indicators. The 54 indicators, whose technical and methodological details can be found online, have a letter indicating their reference area and an identification number: cardiovascular diseases and surgery (A1-A14), cancer (B1-B3), infectious diseases (C1-C6), other chronic diseases (D1-D7), orthopaedics (E1-E9), transplants (F1-F5), emergency (G1-G3), maternity and neonatal (H1-H5), miscellaneous (I1-I2).

The survey pointed out that it will be easier to measure and monitor the results thanks to the experience obtained from national arthroplasty (surgery that re-establishes joint movement) registries. In 2000, the European Federation of Orthopaedics and Traumatology (Efort) set up the European Arthroplasty Registers (Ear) project with the collaboration of public health institutions and orthopaedic associations. To date, a network of 19 countries have developed 23 arthroplasty register projects. Eight of these have achieved complete national coverage.

Creating synergies and sharing knowledge strengthens the value of the results obtained. For this reason, one of Euphoric’s aims is the connection with other European Union projects and programmes. Likewise, stakeholders in the health sector that are involved in outcome research or use similar methodologies can be important interlocutors. Participation in the Health Systems Working Party and the relation to the European Community Health Indicators Monitoring project  (Echim) and the Working Party on Health Indicators, have allowed us to establish useful contacts with other projects and institutions, such as: Electronic Health Indicator Data (Ehid), European Network for Health Technology Assessment (Eunethta), Global Report on the Health Status in the European Union (Eugloreh), Oecd Quality Indicator project, Hospital Data Project (Hdp) and the European patients’ forum.
